Quality Assurance

The Gabriele d’Annunzio University regards Quality Assurance (QA) as a key tool for monitoring, evaluating, and continuously improving the effectiveness of its Teaching, Research, and Third Mission activities.

The University is guided by a set of principles that all stakeholders—at every level of responsibility—are expected to uphold:

  • Transparency and circularity in quality processes, with a strong emphasis on self-assessment;
  • Continuity in the improvement process;
  • Accountability toward both internal and external stakeholders, with students as a primary focus.

In line with its institutional mission, core values, and strategic guidelines, the University has implemented the provisions of Ministerial Decree No. 47 of 30 January 2013. This decree concerns self-assessment, the initial and periodic accreditation of campuses and degree programs, and periodic evaluation. Accordingly, the University has structured and organized its Quality Assurance (QA) System.

Inspired by the approach set out in the European model of Quality Assurance adopted by ANVUR (Standards and Guidelines for Quality Assurance in the European Higher Education Area – ESG 2015), which highlights the central role of students in learning processes and the integration of research and education, the University of Chieti-Pescara established the University Quality Assurance Unit (Presidio di Qualità di Ateneo) in 2013. This initiative laid the groundwork for the effective functioning of the Quality Assurance System and for the promoting and disseminating a strong quality culture of quality within the institution.

Quality Assurance Stakeholders within the University

Within the University’s Quality Assurance (QA) system, the University Quality Assurance Unit (Presidio della Qualità, hereinafter PQA) is an institutional body that operates as a functional unit. Its tasks and responsibilities are defined by the Statute of "G. d’Annunzio" University of Chieti-Pescara and by the University’s Governing Bodies.

The PQA oversees, coordinates, and supports the proper and consistent implementation of the University’s QA processes and procedures, in accordance with the guidelines set by the Governing Bodies and in line with the principle of continuous improvement.

It acts as a bridge between the central Governing Bodies and the University’s peripheral structures (Schools/Departments, Degree Programs, Joint Student–Faculty Committees), ensuring an effective and timely flow of information and documentation.

The Evaluation Committee (Nucleo di Valutazione, NdV) is a University body composed of a Chair and five members: two internal members (one of whom serves as Chair), three external members, and one student representative. By law, the Committee also serves as the University’s Independent Evaluation Body (Organismo Indipendente di Valutazione – OIV) responsible for evaluating University structures and personnel. Its purpose is to promote merit and to enhance both organizational and individual performance within universities. The Committee operates with full autonomy and in accordance with its own organizational methods, as established by Legislative Decree No. 150 of 27 October 2009.

Within the framework of Quality Assurance (QA), the University Schools, chaired by the School President, act as intermediary structures between Degree Programs, Departments, and University’s governing bodies. They are responsible for coordinating and streamlining teaching activities. The Departments are the University’s internal units responsible for carrying out scientific research, teaching and training activities, as well as related or ancillary Third Mission activities aimed at external stakeholders.

Ud’A Accreditation 2020

The periodic accreditation of university campuses and degree programs, introduced by Legislative Decree No. 19/2012, involves verifying the quality, efficiency, and effectiveness of the activities carried out by the University.

Periodic accreditation takes place at least every five years for campuses and at least every three years for degree programs. The accreditation model for universities includes an on-site visit by the Commission of Evaluation Experts (CEV), conducted through a peer-review approach in line with European standards. The purpose of the visit is to assess, directly on site, how closely the University’s internal procedures align with the requirements defined by ANVUR. The CEV also carries out a detailed evaluation of a sample of departments and degree programs to verify the effectiveness of the University’s Quality Assurance system, as developed and implemented by those responsible for internal evaluation and self-assessment.

By Resolution No. 113 of 8 July 2020, the ANVUR Executive Board scheduled the on-site visit to our University for the period 30 November – 4 December 2020.

In light of the public health emergency at that time, ANVUR implemented all necessary measures to reduce the risk of SARS-CoV-2 infection during the on-site visits for periodic accreditation, while ensuring the quality and integrity of the evaluation procedures.

The Commission of Evaluation Experts (CEV) issued its assessment based on both campus-level requirements (through document analysis and hearings on system-level aspects), as well as on the review of two departments and six degree programs selected for the site visit:
