The National Recovery and Resilience Plan – NRRP

The National Recovery and Resilience Plan (NRRP), “Italia Domani” (Italy Tomorrow), represents the strategic instrument through which Italy aims to support economic and social recovery in the period following the pandemic crisis, in line with the European Union Next Generation EU (NGEU) programme. Approved by the European Commission in 2021, the Plan envisages a wide-ranging programme of investments and reforms, primarily funded through the Recovery and Resilience Facility, with a total allocation exceeding 190 billion Euro.

These resources are complemented by the National Complementary Plan (NCP/“Piano Nazionale Complementare”), financed through national funds, which enhances and reinforces NRRP measures by supporting additional projects consistent with the same strategic framework, thereby contributing to the overall objectives of national recovery and modernisation.

The NRRP is not only an investment programme but also a comprehensive structural transformation project, combining financial measures with reforms aimed at addressing long-standing challenges within the Italian economic and social systems. These include regional disparities, gender inequalities, low productivity growth, and limited investment in human capital and infrastructures. At the same time, the Plan strongly promotes the digital and green transition, laying the foundations for sustainable, inclusive, and long-term development.

Structured into six Missions, the NRRP addresses key strategic areas such as digitalisation and innovation, ecological transition, sustainable infrastructure, education and research, social inclusion, and health. Within this framework, universities and research institutions play a central role in implementing the measures, contributing to the development of innovative projects, the strengthening of skills, and the promotion of technology transfer.

NRRP Projects – Ud’A

In the 2022–2026 time window, the G. d’Annunzio University Chieti-Pescara (Ud’A) has been actively participating in initiatives funded under the National Recovery and Resilience Plan (NRRP) and the National Complementary Plan (NCP), contributing to the development of research and innovation through numerous projects distributed across different areas of intervention.

Through its Departments, Ud’A is involved in a total of 63 projects under the NRRP, cascading calls (CC), and the NCP. An overview of such initiatives  is available here [Link to project PDF]. 

The University Central Administration has also directly served as a Spoke in two main projects – Vitality and Rna Gene Therapy (National Centre 3), both characterised by a strong integration of scientific research, technological innovation, and environmental impact.
